Much of this type Of work Iras been unattractive to a compruty of our size and scope for quite some time, due to the level of the wmpedtion .and ihe “low bid’' philosophy.

I (hink it interesting to note that even though we were included in ft panel convened by C7ongrcssm>ia Nadler and that Ulis hearing helped the city to obtain the funding to correct the dust problem, we have been excluded from qualification by your department. Thia is ticspite the fact that we were called upon to testify ns a contractor who performed work in a safe and proper manner.

Finally, 1 believe toat this criicrion for qualification in the apartment program cannot go unchallenged. I must say that the DEP is missing key criterion in qualifying those contractors on the approved list. This is ultimately not good for the inliabitanta of the affected apartments and a disservice to highly qualified contractors such as Trade-Winds. f It is efforts such as ours that contributed to tho recovery in tho first place.
