Staten Island Landfill Debris Disposal Operation Health and Safety Program

6.1.1 Visitors and Unknown Site Representatives

All visitors will be required to obtain the appropriate vehicle passes from the NYPD and badges from P&J, or approved Federal agency

New site employees should attend an introductory meeting to be made aware of site conditions. EE&G will be conducting orientation meetings, as well as each entity may be conducting their own site safety orientation meetings. In these situations, the site indoctrination provided by the individual agencies will supercede the guidance of this section. The site orientation session should include the following minimum elements:

Introduction to the site Health and Safety Plan. Access to the site and clearance requirements. Security areas and concerns. Information flow and organizational chain-of-command. Training for specific job function/responsibilities. Training for hazard recognition/accident awareness and prevention. Safety and environmental controls in place. Existing or potential hazards. Universal precautions. Hazcom/lockout-tagout. Documentation of training. Heavy equipment and safety inspections.

In addition to the introductory site orientation, each entity is encouraged to conduct at least weekly “tool box safety meetings” with its employees.
