PROPOSED SCOPE OF WORK WTC Standardized Vehicle Wash Operations

The following scope of work is proposed for the Vehicle Wash points leading out of the WTC operations area.

1 ALL VEHICLES; The wash point personnel will, as a minimum, spray all vehicles exiting ' b- r.igh the wash points by using pressure washers to remove dirt, dust, and other debris. This T'VjjJs pressure washing the following areas on all vehicles;

a. Front b. Both Sides c. Rear (including tailgate if applicable) d. Undercarriage e. Tires.

2. FLATBED TRAILERS; In addition u ihe tasks performed in item 1 above, the wash point personnel will use fire hoses to remove dirt, detached insulation, and ' :r debris hying on the trailer bed. This removal of debris from the bed of the trailer at ash poiats csa vtily place if the structural steel and accnmulated debris hav- iaspecte-J .^ad cleared b} the n 'B!. Additionally, the insulation and debris attached to tn; structural ste ; will be misted for diist suppression purposes. The wash point personnel will periodically remove the accumulated debris at the wash points with the use of Vac trucks. Once the flatbed trailers arrive at the pier, and after the structural steel is remo ved, the trailer bed will be cleaned using a Vac truck or pressure washed prior to its departure from the pier.

3. DUMP TRUCKS: In addition to th- tasks perform in ite"' 1 above, the wash point personnel will “fog” the contents o* die dumptrucks that do not receive a canvas cover (use-? f reduce fugitive emissions) by using : hoses from an elevated position. The wash point personnel will apply sufficient water to mist the dump bed contents to “maintain adequately v i i’* during the transport to the landfrll (without compromising evidence integrity). Once the duniptrucks arrive at the landfill or transfer station and dump their load, (and the dump bed is iospected/cicared by FBI agents) the dump beds will then be sprayed using a pressure washer.

4. All wash point personnel shall wear the following Personal Protective Equipment (PPE): half- face respirator with Pl 00 cartidges (minimum), hard hat, appropriate gloves, splash suit, foce shield steel-toe boots with overboots or equivalent. Personnel working o n elevated platforms will implement -appropriate foil protection measures.

5. MISC. : Cai^ that are inside the security area (and were impacted during the September 11 event) and u-e being dm-en out by the owners need to be thouxoughly cleaned prior to the car leaving the secured are to prevent exposure to the owner and detailing companies. This shall include a thorough washing of the exterior of the car ar ell as a thorough vacuuming of the interior of the vehicle. Since this will take extra time, these vehicles diould be pulled to the side of current operations and completed when time permits so that truck traffic flow is not affected.
