October 5,2001:

Stuyvesant High School

We attended a meeting with members of the Boaru of Education, various city agencies, UhT and the consultant for the PTA. DEP, DOH, EPA and Board of Education representatives conducte'^ a visual inspection of the exterior as well as the entrance points established for the students and teachers. It has been established that one entry point (the overpass) at Chambers Street will be used for all conditions. A review of the points of entry found it to be clean at this time. We wfil continue to evaluate all areas over the weekend through Monday 10/8. We will be taking air samples on a continued basis to support existing monitoring being conducted by EPA North side of the building and Pier 25. We were advised that the decon of vehicles found for pier 25 have not been properly handled. EPA, DOH and our staff will reinforce the proper deconing procedures to avoid issues related to dust discharge. We visited the Battery Park Gateway property and will meet with OEM first Deputy and Chief of staff at 3pm on 10/5. We will review the prospect of opening some part of southend Ave north of Albany. We are still awaiting EPA’s response to our request of work down procedures for the exterior of buildings. We have also discussed this issue with DOH (Jessica Layton) who essentially confers with our position, and will bring it to the attention of her superiors (as is EPA). As discussed we have forwarded DEC Governor Executive Order for comment and direction.
