In 1996, the Port Authority studied the possibility of new, high-speed ferry services to Lower Manhattan from various waterfront sites in Middlesex County, New Jersey, and on the south eastern shore of Staten Island. As a result, private providers have initiated ferry services from Belford, Highlands/Atlantic Highlands, and Highlands (Monmouth County, New Jersey), respectively, to Pier 11 in Lower Manhattan and other landings in Manhattan. The success of these long distance, high speed services can serve as a model for the implementation of additional lines.
The Port Authority is working with local officials on Staten Island to explore the possibility of initiating similar high-speed ferry service to Lower Manhattan from Midland Beach. Service at this mid-island location could provide an attractive commuting alternative.

Ferry service, which has grown by leaps and bounds between Lower Manhattan and New Jersey, has been slow to expand to the north. A convenient and comfortable one-seat ride from the northern suburbs is possible via high-speed ferry and is a commuting option that should be seri ously explored. Already, a coalition of planning organizations is developing a Long Island Sound Waterborne Transportation Plan, including potential ferry links to Manhattan. Several specific initiatives, discussed below, are in development along the Hudson River.
