2.3.4 Parks, Green Space, and Landscape

No Action Alternative

Under the No Action Alternative, no federal funding would be made available for repair or replacement of damage to parks, green space, or landscaping.

Proposed Action Alternative

Under the Proposed Action Alternative, damage to parks, landscaping, and open spaces that are eligible for funding would be repaired or replaced.

2.3.5 Subways and Rail Systems

No Action Alternative

Under the No Action Alternative, no federal funding would be made available for repair or replacement of damaged subway or rail tunnels, tracks, stations, and related infrastructure and equipment. This would likely delay the resumption of normal commuter service to the area.

Proposed Action Alternative

Under the Proposed Action Alternative, federal funding would be made available to repair or replace damage to the subway and train systems. There are several alternatives for projects related to subway and rail, including:

• Repair or replacement of rail and subway facilities to substantially pre-disaster conditions. • Repair or replacement of rail and subway facilities in pre-disaster alignments, but with substantial changes (i.e. increased size of tunnels or stations). • Replacement of rail and subway facilities in a different alignment.

2.4 HAZARD MITIGATION PROJECTS

Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural or manmade hazards and their effects. FEMA provides the opportunity for communities to mitigate .igainst hazards by providing mitigation grant funding through both the 406 Public Assistance (PA) program and the 404 Hazard Mitigation Grant Program (HMGP). A key purpose of the HMGP and the PA 406 mitigation program is to ensure that the opportunity to Uke critical mitigation measures is not lost during the recovery and reconstruction process following a disaster. Accordingly, projects that would protect infrastructure and systems essential to the continued viability of a community are given consideration. To the maximum extent practicable, mitigation measures should address multiple hazards and attempt to be multi­ objective in scope.
