Per discussion with Bud, while we do not have any conceptual
disagreement with the proposed policy, certainly DEP would need to be
fully in agreement with their proposed role. Based on the below e-mail,
that does not appear to be the case at this time.

Due to the continued requests for cleaning, primarily from BoE and CUNY,
we
would like to make effective, upon your approval, the criteria described
below. This will allow you to keep apprised of requests from your city
agencies and allow us a level of comfort that NYC DEP (and DoH as
necessary)
has approved.
Please provide me with your feedback so I can finalize and distribute.

If an eligible applicant identifies a facility that requires testing for
contamination after the emergency work completion deadline of September
10,
2002, the following steps must be taken in order to be considered for
FEMA
reimbursement:
1. The applicant must submit its test results and any analyses to
the
