A. SOLICITATION

On April 23,1999, the Department of Health released applications for Negotiated Acquisition of case management services for the Asthma Critical Event Response System under Rules. As a PIN# IP053. This procurement was conducted pursuant to section 3-04K of the PPB result of this solicitation, a recommendation was made to award the contract to the East Harlem Council for Human Services, Inc.

The Request for Expressions of Interest invited proposals to provide asthma case management services for children with poorly controlled asthma who reside in East Harlem. The case management services would interface with an information management and sharing system being developed at the same time.

A Negotiating Committee oversaw all phases of solicitation and source selection. This Committee included the Associate Commissioner for Community HealthWorks, the Director of the New York City Childhood Asthma Initiative and the Director of the Hunts Point Childhood Health Promotion Initiative.

On April 23, 1999, the Request for Expressions of Interest, including application, was
