Hiring Improvement A breakthrough team was launched on August 16 to make improvements in the agency's hiring process. The team includes key managers from three agency programs: divisional administration, Budget, and Human Resources. "Breakthrough" is a process in which a team works to achieve a clearly defined, measurable, "razor-sharp" goal within a period of about ten weeks. It is called "breakthrough" because a successful short-term effort is frequently a catalyst to more extensive change. The team will focus on the first stage of the hiring process, in which vacancies are identified and posted.

Rabid Raccoon in the Bronx The Department confirmed the sixth rabid animal, a raccoon, in NYC for CY 2000. This is the 137th laboratory-confirmed rabid animal since the City became endemic for rabies in 1992 and this is the second rabid raccoon found in Orchard Beach in the Bronx this year.
