RE: Response to DOH Citywide Rodent Control
Program 2000
Per your request, the Department of Buildings (DOB) has reviewed the Citywide
Rodent Control Plan 2000 that was prepared by the Department of Health
(DOH). DOB agrees with the goals and objectives of the plan and is prepared to
assist in any way we can. The following are certain issues that need to be
resolved before the plan can be implemented.
On page 5 item B, Construction Abatement Requirements (1) d, the
plan would require that DOB plan examiners review the construction plans to
ensure space for the new trash receptacles detailed in the containerization
provisions. Since the current building code does not require the inclusion of
these specific areas, our plan examiners cannot enforce these provisions without
legislative change. If legislative amendments for these areas were obtained then
there will be no problem with changing our plan review procedure.
Various sections of the Rodent Control Plan indicate that the DOB would conduct
additional inspections to ensure that there is rat stoppage. Currently, DOB
requires that rat stoppage be done on demolition and requires a certification from
DOH or an exterminator. This process is probably more cost effective than
