TANF MOE Reduction Will Free
$175 Million for Critical Services
• The 1996 TANF Block Grant allowed states to reduce
Maintenance of Effort (MOE) spending by 25% for
lowering caseloads and meeting 50% work participation
requirement.
• To date, NYC WAY has reduced caseloads by 59% and
achieved 100% Participation in Work Activities and
Substance Abuse Treatment.
• Lowering the MOE commensurate with the reduced
caseload will provide $100 million for support services and
leave $175 million for other critical services.
• Federal funds will replace tax levy spending without
impacting services and at no additional cost to the Federal
Government.
