THE WHITE HOUSE
WASHINGTON
September 21, 2001
Dear Mr. Speaker:
4
In accordance with provisions of Public Law 107-38, the Emergency
Supplemental Appropriations Act for Recovery from and Response
to Terrorist Attacks on the United States, FY 2001, today I have
authorized transfers from the Emergency Response Fund totaling
$5.1 billion for emergency recovery and response and national
security activities listed in the enclosed letter. from the
Deputy Director of the Office of Management and Budget.
Our country mourns for the loss of life and for those whose
lives have been so deeply affected by this despicable act of
terror. None of us could have envisioned the barbaric acts
of these terrorists. These funds will allow Federal agencies
to continue providing immediate assistance to victims of the
deliberate and deadly attacks against our country.
The details of this action are set forth in the enclosed letter
from the Deputy Director of Management and Budget. I concur with
his comments and observations.
Sin(
