Penny, I have gone through the database you sent me (WTCDATforDOT3). This table included addresses and aka's of buildings DEP needs to clean and is either in the process of cleaning or in the process of receiving the necessary building licenses. From what I can tell:

• There are 11 addresses on this list you have active DOT permits for. • There are 24 addresses (NOTE: 123 William Street is listed twice — I have only counted it once) that need facade cleaning that you do not have DOT permits for. • Of those, there are 13 addresses that you indicate license agreements but you should not have permits for those. • And of those, 3 of those locations (45 Park Place, 85 Nassau Street, 20 Broad Street), you applied for last week and the permits have been printed and are ready to be picked up here at our offices. • The 10 remaining locations with license agreements but without permits are: 1. 80 Maiden Lane aka 13-27 Cedar Street 2. 90 Washington Street aka 52-54 West Street aka 23-31 Rector Street 3. 95 Maiden Lane aka 2-8 Gold Street 4. 123 William Street aka 55 John Street aka 51-57 John Street aka 2-12 Dutch Street 5. 15 Maiden Lane aka 18 John Street 6. 20 John Street 7. 21 Maiden Lane 8. 24 John Street 9. 49 Warren Street aka 51 Warren Street 10. 83 Nassau Street

• And finally, there are 11 buildings that DEP needs to clean and does not have license agreements for.

Here are some quick questions:

• Is this the full list of remaining buildings that DEP contractors will do façade cleanings of as part of this emergency/WTC contract? Do you or your contractors have permits for these buildings that I am not indicating here? I will doublecheck with our permits office tomorrow on my end to ensure that I have the complete list of permits. This is especially important because several of the addresses without DOT permits are labeled as Active in your database. In your database, in the "clean up required" field, what do "s" and "o" stand for?

And some suggested next steps: • Apply for permits for all buildings that you have license agreements for. • Apply for permits for the remaining buildings. This is with the assumption that you will have to clean these buildings, even if it means using a Commissioner's Order. We will hold the permit until the license agreement is signed so work would not happen illegally. This way though, we could get the permits printed and ready so you can have them available as soon as an agreement is in place. • Create a rough schedule of where your contractors plan to work over the next few weeks — this can be rough but it gives us an idea of where you plan on working and allows us to coordinate with any other construction work/specials events/etc. that may be happening.
