'l"hie subject building is situated diagonally across from the World Trade Center on the south side adjacent to Liberty Plaza Park. The dust and debris entered the building via open and broken windows. The lower floors accumulation of dust was more than the upper floors.

The building consists of main lobby on Broadway & Trinity Side, 21 floors (= 19,000 SF/Fl.), Penthouse and basement. Building personnel immediately had the building HVAC system shut down. All power to the building was lost, including the use of the elevators.

The project began on September 19`h and completed by October 1st, 2001. Following the evaluation of the entire building, the following remediation plan was implemented:

I The clean—up was performed by a licensed Asbestos contractor (Complete Environmental Services, Inc. A/K/A COMCO) and monitored by CTSI; 2 All affected areas were restricted to emergency response personnel; 3 All emergency response personnel working in the building were wear appropriate personal protective equipment, upon exiting the
