SECTION 1

• 1.1 General

■ Hillmann Environmental Group, LLC ("Hillmann") has been one of the more active environmental consulting firms responding to the recent World Trade Center collapse. Our clients have included building managers, tenants, insurers, and workers in seven of the nine buildings surrounding the World • Trade Center which were directly impacted by the collapse of the complex, as well as more than 25 additional buildings in the surrounding area. The purpose of these efforts has been to collect and evaluate • environmental data to determine if the buildings are suitable for re-occupancy and whether or not adverse health effects can be anticipated.

. Hillmann recognizes their role is both sensitive and vital to the people who live, visit, and work in the downtown area. As a result, Hillmann's staff has been diligent in providing credible and knowledgeable ■ information in a scientific and unbiased manner. In addition to Hillmann's site activities, its staff has been involved in many public discussions. Hillmann has been involved with the Manhattan Borough's Ground Zero Task Force, provided expert testimony to City Council, and has presented informational • conferences in an effort to educate and inform those who may have concerns over the conflicting air • quality issues raised by the press, local and federal governments, and other outlets.

1.2 General Findings

• Since Hillmann's mobilization on September 11, 2001, a number of environmental parameters have been tested in both indoor and outdoor locations throughout the downtown area. These parameters were selected in response to the expected contaminants that may have resulted from the collapse of the World Trade Center, as well as the subsequent fire and construction activities.

Asbestos concentrations were found to be elevated infrequently through September and the early part of • October. Since that time, no significant levels of contaminants have been identified. Sampling results ■ have consistently verified that levels of contaminants have been below the OSHA, EPA and New York City recommended limits in the areas surrounding the World Trade Center site. Elevated levels of ■ contaminants have been measured on the debris pile at the former World Trade Center site, and through the date of this report, it is still recommended that emergency workers wear proper respiratory protection. . Many of the parameters tested are being compared to the OSHA recommended limits established for indoor conditions, which assume a constant exposure of eight to ten hours per day. U U
