On September 11. 2001, two hijacked commercial airliners struck and penetrated Towers 1 and 2 of the World Trade
Center (WTC) Complex. The jets pierced the buildings' exteriors, causing massive explosions and fires on several
upper floors in each tower. The jet fuel burned extremely hot, melting major structural support elements leading to total
failure of both towers.
The collapse of Towers 1 and 2 caused major structural failures in WTC Complex Buildings 3, 4, 5, 6, and 7 as well as
substantial damage to several surrounding buildings and a smoldering debris field Mat spanned several City blocks.
Additionally, many subsurface infrastructure elements sustained severe damage from the weight of the collapse from
structural steel that pierced the ground causing disruptions to utility and telecommunication services in Manhattan.
Insurance Comments
Special considerations review (insurance, hazard mitigation, environmental compliance, and historic preservation, as
appropriate) will be conducted following review of the Project Worksheet by the city agency. Office of Management and
Budget, and Office of Emergency Management.
