Introduction
Colden Corporation was retained by Pace University to conduct asbestos testing at Pace Plaza, 41 Park Row, 156 William Street and 135 William Street in response to the incident at the World Trade Center.
On September 15, and September 17, 2001, Colden collected air samples from representative areas within Pace Plaza, 41 Park Row, 156 William Street and 135 William Street. Additionally, air samples were collected outdoors at Pace Plaza and 156 William Street. Air samples collected in Pace Plaza and 41 Park Row were collected while the air handlers were operating. All air samples were analyzed using Transmission Electron Microscopy in accordance with the EPA AHERA method.
Bulk dust samples were collected from representative Pace Plaza dorm rooms that were subject to large quantities of outside dust following the WTC incident. Dust samples were also collected from office areas in 156 Williams Street. Dust samples were analyzed in accordance with the EPA method using Polarized Light Microscopy.
Results and Discussion
All air sample results were within safe limits established by the Environmental Protection Agency (EPA), the New York State Department of Labor (NYS DOL) and the New York City Department of Environmental Protection (NYC DEP). A summary of the air sample data is presented below in Tables 1.0, 2.0, 3.0 and 4.0.
Results of the bulk dust samples were all less than 1% asbestos. Materials containing less than 1% asbestos do not meet the EPA's definition of asbestos containing materials and therefore the dust is considered non-hazardous and EPA, NYS DOL and NYC DEP regulations governing asbestos containing materials do not apply.
The bulk dust sample results are presented below in Table 5.0 and 6.0.
All air and bulk samples were analyzed by Scientific Laboratory of NY, NY. Scientific Laboratory is an American Industrial Hygiene Association (AIHA) accredited laboratory.
