Mr. Carlstein Lutchmedial, CSP NYC Department of Environmental Protection Environmental Compliance Asbestos Control Program, Director 59-17 Junction Boulevard, 8`h Floor Flushing, New York 11373-5108

Dear Mr. Lutchmedial:

Two weeks ago you and Mr. Joseph Bonder, from Asbestos Removal Corp., did a survey of One New York Plaza's facade to determine the level, if any, of World Trade Center debris remaining on windows and ledges. Together you reported no such materials were found.

As per our conversation, I would like to request a letter, from your office that states One New York Plaza, as having a facade that is free of WTC debris.

We would appreciate your response as soon as possible.

Thank

Jill a Axelrod Assistant Property Manag(
