MILLENNIUM HILTON HOTEL ASBESTOS INSPECTION AND SAMPLING

1.0 EXECUTIVE-SUMMARY

C An inspection of the site was performed on September 20 and 28 to 30, 2001 by Boris Feldman, Tej Chhetry, Mikhail Sokolinskiy and Oleg Koledenkov of Testwell Laboratories, Inc. (TL). All TL personal is licensed by the New York State Department of Labor (NYS DOL) and New York City Department of Environmental Protection (NYC DEP) to perform work with asbestos containing • materials. Credentials of TL personal are attached in Appendix C of this report.

The TL inspection was performed to evaluate the asbestos contamination of the Millennium Hilton Hotel building interior after the events related to the World Trade Center on September 11, 2001. The area of inspection included the guest rooms, office spaces, meeting rooms, mechanical areas and • staircases on all 56 building floors.

The indoor air quality air test for asbestos was performed on the all building floors with the exception of the mechanical floors 56 and 6 using aggressive sampling techniques to re-entrain settled dust and simulate activity in that area of the building. All air samples were analyzed via Transmission Electron Microscopy (TEM) method. Bulk sampling of the accumulated dust and debris was performed on the • all building floors. All dust/debris samples were analyzed using Polarized Light Microscopy (PLM) method.

The US Environmental Protection Agency (US EPA) definition of Asbestos-Containing material (ACM) is: "Any material, which contain asbestos more than 1% by weight". The US EPA post abatement clearance criteria are 70 structures/mm2 by TEM.

The laboratory analysis confirmed presence of asbestos in the dust/debris more than 1% in the following areas:
