Mr. Louis Galpin SCPOG, Inc. 139 Fulton Street Department of New York, New York 10038 Environmental Protection Dear Mr. Galpin: 59-17 Junction Boulevard flushing, New York 11373-5108 This is a follow-up to our communications with regard to the exterior clean-up activities at 93 Nassau Street, also known as 139 Fulton Street, Manhattan.

As you are aware, the Department has been in communication with FEMA with Christopher 0. Ward regard to the clean-up activities at the above referenced building. The scope of Commissioner work developed for the cleaning of the exterior facades and roofs required the HEPA-vacuuming and low-pressure washing to remove visible debris from the collapse of the WTC. HEPA-vacuuming and low-pressure washing would remove Robert C. Avaltroni sections of the current deteriorated paint system. Further, the architecture of the Deputy Commissioner building limits scaffolding options as evidenced, and identified by your Bureau of representative, by the previous damage to the water tables and ornamentation from Environmental previous work in which hanging scaffolding was used. Compliance Tel (718) 595-4418 During our last meeting with FEMA, FEMA requested`-that we obtain the following Fax (718) 595-4422 information: 1. Name of your insurance carrier and a copy of your policy 2. Documentation of any and all claims made to your insurance carrier as a result of damage sustained from the collapse of the WTC. 3. A statement that you have made claim for any applicable insurance coverage for the premises. 4. A report of any insurance settlements or other source of funding for exterior cleaning work.

If you have any questions, please contact my office at (718) 595-3721.

Sincerely,

R. Radhakrishnan, P.E. Director Asbestos Control Program
