Re; 48 Warren Street.

Dear Mr. Radhakrishnan,

This is in response to a phone call to our office from Ms. Lisette Wyatt of the Training and Ceitificaiion Unit of the NYC Department of Environmental Protection. Ms. Wyatt on the disposal and disposition of the material from which one of the bulk samples requested a report from our building analyzed by ATC Associates, Inc, and tested at 1.7 (PLM %) Chrysoile. Please see the report sent to you on 77 February.

I explained to Ms. Wyatt that after collecting samples for testing and before any other employees returned to the building, our maintenance staff cleaned the entire building wearing Tyvek coveralls manufactured by Dupont and respiratory protection masks manufactured by North (models 7700-.3() with P100 Particulate Filers also manufactured by North (rrrudel 7580P100), using a HEPA vacuum cleaner and filters, in accordance with the specifications by the EPA. I explained to Ms. Wyatt(and previously to Mr. Sam E. Needum, Industrial Asbestos Control Program of your department, when he surveyed our Hygienist, of building on 4 November 2001) that the only sample which tested minimally positive for asbestos wds on the roof in one area and was in a small pile approximately the six of three quarters in a row and 1/8 inches high. Another sample from the roof tested negative. When our cleaning crew went to the roof on 10 October to clean and remove all materials and dirt, the roof was clean and all materials had blown and washed away in a rain storm a day or two before.

Ms. Wyatt instructed me to write this letter of explanation, which will constitute a "clearance letter" regarding the single small trace amount of material testing positive in our building. This therefore is our "clearance letter,"
