This is the area immediately surrounding the WTC. A six foot high chain link fence surrounds the area of the emergency operations. National Guard troops are stationed at openings in the fence. The boundry is Chambers St. on the North, Broadway on the East, Rector St. on the South and the Hudson River on the West.
