Scope of Work

ATC Associates, Inc. (ATC) was retained by New York City Board of Education (NYC- BOE) to collect dust wipes to be analyzed for lead content after a lead-in-dust cleanup is completed in the following locations: • r‘ floor hallway (east of cafeteria) - floor surface • Auditorium - floor surface • Classroom 306 (south side uni-vent) - window sill • 2"^ floor hallway (south end) - floor surface

This cleanup was recommended by ATC in conjunction with laboratory results of lead dust wipes collected on February 14, 2002 where elevated levels of lead were detected in the dust wipes collected from the floor surfaces and window sill of the aforementioned locations in the school.

ATC’s representative Mariana Medinets visited PS 89 M located at 201 Warren Street, New York, N Y on February 15, 2002. Dust wipes to be analyzed for lead content were collected .from the floor surfaces of auditorium, r‘ and 2"'^ floor hallways and the classroom 306 windowsill surfaces after the lead-in-dust cleanup are completed.

LEAD-IN-D UST SAMPLING

Lead-in-dust threshold levels The New York City Health Code, part 173.14 and the Federal Departments ofHousing and Orban Development (HUD) and Environmental Protection Agency (EPA) have established acceptable lead-in-dust levels for re-occupancy after a lead abatement has occuiTed (commonly referred to as “final clearance” levels). As stated in the Code, final clearance after abatement has taken place is achieved when dust wipe samples indicate lead levels below those listed below:

For Windowsills: 250 pg/ft' For Floors; 40 iig i'r

Sampling Methodology ATC provided all laboratory analytical services in support of this limited inspection. ATC is certified by the New York State Department of Health’s Enviromnental Laboratory Accreditation Program to perforin lead and related analyses of environmental samples (Laboratory ID Number: 10879). The laboratory utilizes the United States Environmental Protection Agency analysis method number SW846-7420 and the National Institute of Occupational Safety and Health method number 7082M.

The lead-in-dust samples were obtained by gently wipirig a pre-measured surface area with non-alcohol moistened towelettes. ATC’s representative wore disposable gloves; a new glove was worn with each new sampling procedure, and care was taken to avoid.
