The New York State Department of Health (NYSDOH) established guidelines for dioxin for the re-occupancy of the Binghamton State Office Building following a PCB fire. The NYSDOH guideline for dioxin on surfaces is 25 ng m-.

On April 6, the concentrations on indoor surfaces ranged from 0.00027 to 0.00068 ng/m^. On April 20, the concentrations on indoor surfaces ranged from 0.000037 to 0.0018 ng/m^. On April 27, the concentrations on indoor surfaces ranged from 0.00 to 0.000078 ng/m^. The levels found in all these samples are below the NYSDOH guideline of 25 ng/m^.

It IS not possible to determine when the 2, 3, 7, 8 - TCDD equivalents detected in these samples were deposited. Dioxin samples were not collected from this school prior to January 14, 2002.
