Scope of Work

ATC Associates, Inc. (ATC) was retained by New York City Board of Education (NYC- BOE) to collect dust wipes to be analyzed for lead content. Dust wipe samples were collected from areas recommended by the Parents Association consultant representative Mr. Tom Fusillo of ENVIRON Corp, and approved by NYC- BOE and as specified in the sampling protocol for the school. These areas are the following:

« Lobby • Multipurpose room near kitchen • Two randomly selected classrooms

The purpose of the dust wipe sampling is to determine if dust in the school contains lead. ATC will be repeating this sampling preferably every Monday as per the recommendation of ENVIRON Corp, and after the approval of NYC-BOE. This is the 17"' consecutive time dust samples were collected from P.S. 150M to be analyzed for lead content after the sampling protocol is approved.

ATC’s representative Mr. Yiannis Efstathiou visited P.S. 150M located at 334 Greenwich Street, New York, NY on May 13, 2002. Dust wipes to be analyzed for lead content were collected from the aforementioned areas indicated by ENVIRON and as specified by the New York City Board of Education Environmental Health & Safety Unit and in accordance with HUD protocols.

LEAD-IN-DUST SAMPLING

Lead-in-dust threshold levels The New York City Health Code, part 173.14 and the Federal Departments of Housing and Urban Development (HUD) and Environmental Protection Agency (EPA) have established acceptable lead-in-dust levels for re-occupancy after a lead abatement has occurred (commonly referred to as “final clearance” levels). As stated in the Code, final clearance after abatement has taken place is achieved when dust wipe samples indicate lead levels below those listed below:

For Windowsills: 250 ug/fV For Floors: 40 pg/tf

Although the lead-in-dust samples collected at P.S. 150M were not collected in response to lead abatement, the same thresholds are used since no other regulations or standards are applicable to this project.

Sampling Methodology ATC provided all laboratory analytical services in support of this limited inspection. ATC is certified by the New York State Department of Health’s Environmental Laboratory Accreditation Program to perform lead and related analyses of environmental samples P.S. ISOM (Wrc May 14. 2002
