Attached please find SM&W Letter dated 02-25-98 with Silverstein response letter dated 03-04-98 for review and action, By copy of this fax, SHCA reque,sts SM& W clarify the method of calculations and provide a narrative of the sound attenuation methods to be utilized (sound & vibration isolation) in order to resolve Ais question. By copy of this fax, SHCA requests that OEM?DCAS clarify what constitutes an emergency in order to answer •Silverstein’s concerns SHCA believes that the definition of an emergency Is simply the failure of the base building electrical systems to provide power to the OEM tenant space due to loss of power from Con Ed or some internal building malfiinction- catMtrophe. My understanding is that this type of emergency has occurred only once in the last ten years as a result of the World Trade Center bombing. At all otoer times, OEM will be utilizing base building systems. Should this definition of emergency be acceptable to alt copied, please advise. Under these conditions, any other tenant occupying this building during this type of emergency who does not have its own emergency generators will not be able to operate and therefore, not occupy the adjacent office spaces,

Please review and lespood as your earliest convailence. Failure to resolve this issue will cause a delay in the issuance of the C.D documents scheduled for 04-06-98 for the 7” Floor.
