Ms. Raffo - Thank you for your offer to help us track down this information. Again, we are working for the Lower Manhattan Development Corporation and its Housing Assistance Program. We are trying to determine a set of safety and habitability criteria which, when violated, renders a building's residents ineligible for housing subsidies. As part of this process, we are speaking to a number of City agencies about their inspections for residential buildings, and the types of violations they issue for residential buildings. Here is the list of questions we would like feedback on. What are the different types of inspections that DEP performs for residential buildings? Can DEP provide us with a list of its hazardous violations that pertain to residential buildings? Are there different levels of violations? Conversely, does DEP have any legal requirements for the safety and habitability of a building? For example. Department of Buildings has a legal requirement that every residential building have a Certificate of Occupancy. Does DEP have any similar legal requirements? Does DEP ever issue vacate orders for buildings? What conditions would a residential building need to satisfy (or conversely, not satisfy) in order for DEP to feel that LMDC should not provide housing grants to the building's residents? Does DEP keep records of violations and vacate orders again residential buildings? If so, are these electronic or paper-based?. ECB: Do they have data on building violations? Who is the best person to speak to regarding DEP's Air Quality Initiative? LMDC is hoping to provide grants within a few weeks, and so we are on an extremely tight deadline to nail down these criteria. Any help you could give us would be greatly appreciated.
