If these buildings were not affected, OSHA sees no reason to require PPE or to be concerned about any airborne contaminants.

Is boiler plate language being used?

These people are sampling in "CLEAN" apartments. All employers should be aware of, and in compliance with, OSHA regulations. However, in this cases, if safety and health plans are necessary, then this need must be linked to something other than background sampling in apartments unaffected by WTC.
