Ok, we ran the 2000 Census numbers for lower Manhattan. However its difficult to get the right number since two census tracts (6 and 16) straddle the Canal-Rutgers border.

Without allowance for the "straddle" we get the following numbers:

Population: 75,905 Households: 31,333

If I reduce census tracts 6 and 16 by 50% in order to adjust for the "straddle" we get:

Population: 64,968 Households: 27,755

While not as severe as I had previously assumed, I still believe these numbers substantially understate reality. Households should exceed the number of units since there are many doubled up units, especially in Chinatown. I also believe that there is substantial undercounting in Housing Authority and Mitchell Lama units.
