Sharon and Bob,
I think that we need Dan D. and Chris W. to weigh in on this immediately
with Jane Kenney to make the NYC position clear.
Please advise.

Mr. Gair,
EPA has continued to work with MTA on the possibility of the posting of
information on the Residential Cleanup Program. We believe postings in the
subway stations and bus kiosks in lower Manhattan will be a good final
outreach effort for the registration aspect of the program. Subsequent to
our meeting on Thursday I reaffirmed that we had cleared this and informed
Bob Avaltroni that we had discussed with NYC DEP of our efforts with Verizon
and the MTA through Charlie Sturcken.
If FEMA or NYC DEP have reservations about how the program outreach might
work, you should certainly raise them with the MTA. The MTA may share them.
As we discussed on Thursday, we will work with Laurel Blatchford on using
the program data results as part of the City's outreach efforts in lower
Manhattan, which I am confdent will be a great advantage. To that end we
contacted Laurel on Friday.
EPA and NYC DEP also met on Friday to discuss further the issues related to
evaluation and cleanup of heating, ventilation and air conditioning systems
in buildings in lower Manhattan. We will be speaking again early this week
and will keep you informed.
