Frank advises that Russ talked to Tom Lieber (EPA/Legal) who essentially said "Don't worry; it will all be wrapped up tomorrow" (whatever that means).
3. Per Frank, when Lieber was advised by Russ that we will not send a letter to EPA "blessing" their scope of work, Lieber essentially said; "Well, we'll tell the AG that DEP must be OK with it, because otherwise they wouldn't let a contract out with that scope."
