would turn them on. — They question the amount of time the contractor will spend in each unit and the time needed for the tenant to be around. — Access is needed to the apartments for the entire duration. Mark Maddaloni will discuss these issues with the Chair of the IRB. The lAWG was requested to provide arguments for Mark to use with the IRB. IRB approval will not delay the start of the Background Study.

3. Pilot Cleaning • Data is coming in slowly. The Pilot Study end date will have to be extended. • Two units are being recleaned based upon initial data results. • There are issues with the data that needs to be resolved. These will be sorted out and brought back to the lAWG.

4. Exterior Cleaning • Generally going well. Access issues have been resolved at some of the buildings.

5. Lower Manhattan Cleaning • The SOWs are expected to be finalized by the end of the week. • Can EPA make a general statement that all of the government agencies are in agreement with the plan? — NYSDOH still has issues with the total metals sampling protocol. ► There are metals data from other studies that is available. All dust sampling data should be sent to Mark Maddaloni. — NYSDOH questioned how unaccessible reservoirs of dust would be handled since it is not addressed in the SOW. ► Each individual unit will be inspected and the Project Monitor will decide if the unit requires cleaning beyond the SOW. ► The Project Monitor will also determine if there are additional costs associated with that cleaning. ► A draft fact sheet on the sampling methods will be sent to the lAWG next week.

6. COPC Update • The peer review panel will convene in NYC. • The call for nominations was scheduled to go out by July 26'" and responses are due back within two weeks of the call. • The panel is expected to have 8-10 members. • Preliminary comments were received from the contractor, TARA. They will be discussed further via conference call. • The budget for peer review is only $75,000. This is limited for the results we expect. We anticipate this will place additional burden on the EPA Region 2 office.

7. Database Registry • NYCDOH is working on the registry of all persons exposed to the WTC disaster.
