• Allow agencies to procure owner controlled insurance (OClPs). The bill amends---- state law to allow OClPs, and also extends the current law allowing alternate dispute , resolution for workers’ compensation through collective bargaining agreements—both of which reduce insurance costs.

• Require agencies and their contractors and subcontractors to use ultra-low sulfur diesel fuel. The provision applies to non-road vehicles above 60 HP and also requires the agencies to retrofit the vehicles wherever practicable.

• Encourage and facilitate cooperative, interagency purchasing. Another cost saving measure.
