Mark- At our mtg. with the OIG office in NC, Ms.Jenkins possession of
this report came up.It appeared that the IG was not very happy with MS.
Jenkins having and disseminating it with her comments. When Pressed by DOH as to what they
intended to do they became very closed mouth.

I don't know who Ms. Jenkins is, but I am assuming she is a self-styled critic of EPA
working within EPA. Can you (or your staff) take a look at the material about the City
and collect your thoughts in response thereto? If she is wrong, we should reply in
writing (I'm not sure to whom but probably to the EPA OIG).

Attached are 432 pages of comments by Ms. Jenkins concerning the EPA OIG
report. Please feel free to pass on to other members of your agency, who
may have an interest in this. If anyone has a suggestion as to how we can
quickly and effectively review this to see what Ms. Jenkins has to say about
the City, please contact me.
