I accompanied Rich Sheffee and Avi Teitz of EPA around lower Manhattan to see potential sites that could be used to monitor air quality in the area just outside the hot zone to demonstrate that the AQ is not a problem over ~the next 3 months. They plan on setting up 4 sites. Mr Sheffee is from RTP and is in charge of funding all the routine monitoring efforts and has been told to do whatever is neccessary and forget about costs. EPa will set up and run the sites to be consistant with the monitoring being done by the EPA Response Team around the perimeter. They also are working out a plan to do asbestos with DEC at half the DEC'S sites and will do them at the DEC sites we are doing but 2/12 hour samples per day. They will share this with us shortly. My understaanding is that once they do this we will stop our asbestos sampling , which is ~2 hours, at these sites. The potential sites for continuous PM 10 and asbestos we looked at are: 1)26 Federal PI. or 290 Broadway-dropped for #8 2) Borough of Manhattan Community College 3) City Hall-dropped for Pace University 4) 26 Wall Street-or 23 Wall Street 5) Old US Custom House-Museum of American Indian (at bway and Bowling Green) probably instead of #6 6) Battery Parking Garage -at mouth of Battery Tunnel 7) Lower roofed apartment Bidings in Battery Park City 8) 125 Worth or lefkowitz State Bldg, instead of Federal Plaza 9) possible site to the west of West Street.

They would like to get sites with power and where aphone line can be run. They specifically asked for City assistance with sites #2,3,5,6, and 8. they will use the sites that they can get working asap first. Most of this request has been passed on to Jessica Leighton and Gerry Kelpin. Mr Sheffee also asked me if we continued to want the VOCs/metals/ gases-acid? at the 6 locayions identified under VOCs-He indicated that EPA could set up instruments to do this. I said I would check and we would get back to him. Do we want them to monitor at these sites ? Harry said this morning that they are cleaning a tremendous number of cannisters and giving them to Pedneault.
