I need opinions from everyone. Maybe the contractors at the WTC should be charged with the
responsibility of continuing the work under the site coordinator in the Health and Safety Plan with
us doing occasional site inspections for compliance?

Subject: EPA requests DEP to assume vac operations
EPA's representative at the Pier 92 EOC, Dale Carpenter - 646-756-3057, has requested
DEP to assume the HEPA vac operations that are currently being performed by EPA
contractors.
EPA gives the following reasons for their request:
- EPA has completed the clean-up of the streets and sidewalks of lower MN.
- EPA's contractor is too costly at $20,000 per day.
- The volume of work has decreased substantially.
Currently operating at Pier 6 cleaning structural steel and the odd clean-up as identified.
EPA also said that their contractor is experiencing difficulties in dumping their loads at Fresh
Kills Landfill because DEC states that not all material is from the WTC. DEC is also
requesting lot analysis of the material on each truck.
EPA said they would work with DEP in obtaining the necessary resources (vac truck, training,
etc.) for this task from FEMA.
I've spoken to Mike G. (Bob A. is out of the office) and he thinks it needs to be looked at
closely. Please let me know how you would like me to proceed.
