General Counsel h '.Bureau of Legal I am treating your letter as a request for agency records under the Affairs Freedom of Information Law (New York Public Officers Law, Article 6) ■ TeL(718) 595-6555 Fax (718) 595-6543 (“FOIL”). www.ci.nyc.ny.iis/dep ’ Prior to receiving your letter, I was advised by Lawrence Kahn of the New York City Law Department that your client was primarily -J interested in any records compiled by DEP showing water pressure levels in the New York City water supply system, on September 11, 2001, in the vicinity of the World Trade Center. I asked our Bureau of Water and Sewer Operations to collect any such records and I am pleased to enclose, for your information, a series of tables showing the water pressure levels recorded at the four (4) City water shafts serving Manhattan below 14'^ Street, on September 11, 2001. Each table covers a particular shaft (in some cases, there are multiple tables for a single shaft because that shaft contains several separate regulators). Each table shows a pressure reading (in pounds per square inch) starting at 12:00 AM on September 11, 2001, and at 10 minute intervals thereafter. You start with the entry on the first line of the second column (at 00:00 or 12:00 AM) and then proceed across to the right, and then down to the next line in the same manner. Thus, looking at the table for Shaft 21 as an example, there is a reading at midnight (12:00 AM) of 60.9 psi, followed by a reading 10 minutes later (12:10 AM) of 60.9 psi; followed by a reading 20 minutes later (12:20 AM) of 60.9 psi; followed by a reading 30 minutes later (12:30 AM) of 61.5 psi; followed by a reading at 12:40 AM (first entry on next line) of 60.8 psi; and so on.
