Senator Clinton Outlines a Five-Point Plan of Action to Address Air-Quality Concerns

Senator Clinton calls for' le following actions:

• Pa::s Legislation to Establish a Permanent Health Monitoring System at Disaster Sites. Senator Clinton will call on her colleagues in Congress to take up and pass S. 1621 which she introduced in the Senate on November I and which passed out of the EPW committee. This bill authorizes a program for the protection, assessment, monitoring, and study of the health and safety of community members, volunteers, ari workers in a disaster area when there has I been exposure to harmful substanc es.

I • Provide Fundingfor the Immediate Establishment ofa Long-Term I Comprehensive Health Registry, Referral and Monitoring System of Ground I Zero Workers and those who live and work in Lower Manhattan. Senator Clinton will call for additional funding in the Federal budget for the Center for I I Disease Control to build on the $12 million that Senator Clinton secured in last I year’s budget. I This funding will help establish a long-term comprehensive health system to I ensure that all workers who worked at Ground Zero are registered — both first- I responders such as firefighters, police officers, and emergency medical personnel I and construction workers who are working on the removal of debris. This registry I will SCTve as a basis to track and monitor the health of workers, ensure that workers are referred to appropriate medical services, provide continuing education to medical personnel regarding the health of Ground Zero workers, and examine any potential long-term health impacts of working at Ground Zero over a twenty to thirty year time period.

In addition, this comprehensive health system will monitor a cross section of residents, children, office woikers, and other vulnerable populations to track their health over time. I • World Trade Center Indoor Air Program. Senator Clinton will call on the I Mayor to work with her to establish a World Trade Center Indoor Air Program to expand on existing indoor air qualih ’ ‘, ting and monitoring. This program will ensure that there is one central information point for the public to learn about testing, monitoring and cleaning of residential buildings, office buildings, schools, and other buildings in lower Manhattan.
