Draft Text Memorandum from Department of Envirocmental Protection of the City of New York to owners of buildings closed as arcsuit of the World Trade Center tragedy regarding steps to be taken to test air quality prior to re-occupancy.
1. Take 5 samples per floor usmg PCM analysis to determine the content of the fiber in the air.
2. If the air-monitoring sample cassette reading is less than or equal to 0.01 free the air quality will be satisfactory and re-occupancy can proceed.
3. If the air-monitoring sample cassette reading is higher than 0.01 free, the sample cassette should be analyzed using TEM to determine if the fiber contains asbestos.
