Avaltroni, Robert To: Ward, Chris Subject: FW: FEMA Letter for carpet removal at Ground Zero schools
Chris,
Please find the latest from Matt Onek concerning the Lower Manhattan Department of Education issues. They are sort of putting me in an ackward position. I don't want someone going to City Hall and suggesting we are holding up the process. I am also aware of FEMA's concerns that the Department of Education is short on credibility with respect to funding requests. I am, as you suggested, not getting involved but, am concerned about where this could go. Can we further discuss as soon as possible.
Thanks,
Bob

I can easily fax you an additional copy of the protocol which is only on page. There is endless sampling data in various different forms. We have sent both the sampling results and the testing protocol to DEP in the past, and your folks reviewed them to prepare the October 2002 letter which referenced both the sampling and the protocol. I don't see why it would be necessary for you to review all of the data yet again? Of course, we will (or already have) provided FEMA with all testing results, protocols, costs, etc. (Note, I am not the point person with FEMA ). As for cost, we are still working on the numbers. We originally estimated approximately $lmillion. However, some schools already had some carpets removed. Please call me so we can finalize next steps - 212-374-0214 or cell 917-658-3239. Thanks so much for all your help.

Matt,. Please send me the associated protocols referenced in the DOH draft, as well as the sampling results for all schools involved. This will provide justification for the FEMA funding request.
