Dippel vehicles should use low sulfur equipment and filters in and around the disaster sites.

Should be environmental surveillance; a cumprehensive health registry; permanent health inventory(?) sigos at the disaster sites.

Call up health experts - create a City Commission of Environmental Advisors - communicating information on environmental risks. Get an outside assessment of DEP’s and DOH’s performance. (IPs unfortunate that the FDNY didn’t reach out to outside consultants.)

USEPA should review their standards and guidelines.

Need to get to the root causes of toxic products; develop a registry/record (?) in advance of what products are used in offices.

Dr. GeorgeThurston, NYU

Talked about NYU’s mesuring and assessing the effects of air pollution • exposure to soot, sulfates, particulate matter. On 9Z12 (Nal’L Inst Of Environmental Sciences) measured dust on sills in the area of Ground Zero - night and day fine particulates, and hourly carbon (soot) in die air.

Set up a Beekman St. hvspilal - focused on particulate matter - used a variety of monitors, using very sensitive measuring units (are still monitoring in midtown with Hunter College) this latter serves as a reference. Findings: 99% of the particulates were 10 microns or greater (don’t get deep down in the lungs) - affect Ae eyes, nose, and throat; less than 1% were PM 2.5 -

There was very little in the way of asbestos - less than 0.1% 1/3 found was fiber glass (found no fiber glass of less than 2.5 microns ) Cement dust - very alkaline in fine dust

The large samples were pll 11 (very alkali); the small samples were pH 7 neutral. Did not see deep lung effects.

The trace elemwit analysis - sent tv Columbia; one pollutant elevated with elevated levels of lead - this was less than what you would find in sand parks. 9/14 carbon measurements - high levels at night, low in the day; rainy days low - elevated levels of caHmn, black snot, ??.

Ue stressed that: *^Fitte particles were within the legal limits.” Didn’t think that there
