Invitation for Public Gonunenton Three Proposed Partial Action Plans

The Lower Manhattan Development Corporation (LMDC) is a Joint State-City corporation termed In the aftermath of September 11,2001 to help plan the future of the World Trade Center site, the creation of a permanent memorial at the site, and the revitalization of Lower Manhattan south of Horsten Street LMDC has developed a series of proposed Partial Action Plan which seek funds from the $2 billion federal appropriation to the United States Department of Housing and Urban Development (HUD) ter the World Trade Center disaster recovery and rebuilding efforts and the $783 million federal appropriation to HUD ter damaged propertira and businesses, including the restoration of utility infra-structure, as well as economic revitalization related to the terrorist attacks, and to assist businesses that suffered disproportionate loss of Ofe from the September 11 attacks.

LMDC invites public comment on these proposed Partial Action Plans. After review and consideration of public comments, the proposed Plans will be submitted to HUD tor approval. Comments must be made in writing and received no later than 5:00 PM EST on June 12, 2003. ■ CAPITAL SHORT-TERM PROJECTS, LONG-TERM PLANNING, AND SUPPLEMENTAL FUNDS FOR BUSINESS RECOVERY This Partial Action Plan outlines the expenditure of $151,929,673.00 of the billion federal appropriation to fund the following items: (1) Short-Term Capital Projects totaling up to $66,100,000.00; (2) Long-Term Planning totaling up to $13,233,189.00; (3) WTC Business Recovery Grant Program totaling up to $74,500,000.00; (4) Reallocate remaining Employment Training Assistance Program funds up to $9,500,000.00; (5) Planning and administration activities toteiing up to $7,596,484.00. To date, HUD has approved two Partial Action Plans allocating to LMDC approximately $656 million of the $2 billion federal appropriation for the World Trade Center disaster recovery and rebuilding efforts. The first Partial Action Plan provides for the expenditure of approximately $306 million for the Residential Grant Program, the Employment Training Assistance Program, the Interim Memorial Program, and Administration and Planning. Setand, the Partial Action Plan for Business Recovery and Economic Revitalization provides for the expenditure of an additional $350 million for the WTC Business Recovery Grant Program, the Small Rrm
