Kathy, FEMA is not prepared to approve your request at this time. Our existing intragency agreement does not authorize the EPA to perform any work in conjunction with HVAC systems. We are looking to NYC DEP to take the lead in evaluating needs relating to HVAC systems in residential buildings through our Public Assistance Program. Please continue to coordinate through DEP and plan your work accordingly.

Based on prior discussions with NYC DEP EPA is prepared to contract for continued availability of HVAC expertise to assist EPA and NYC in this effort. On Friday (discussions between Walter Melnick and Cathy Moyik of EPA) we requested FEMA's authorization for rebudgeting funds from the WTC Dust Cleaning lAG to procure an HVAC expert, Covino Environmental Associates, Inc (CEA). CEA provided consulting services related to evaluation and cleaning of HVAC systems as part of the Confirmation/Pilot Building cleaning study. CEA's work is being utilized in the HVAC evaluation protocol that is being used in the interior dust removal program. During our meeting some technical issues were raised on recommendations provided by CEA. In order, to address these questions it is necessary to secure the services of CEA. FEMA has not authorized this funding as of today. We continue to coordinate with NYC DEP on the issues related to HVAC evaluations and cleanups. Resolution of these issues are essential to the successful and expeditious completion of EPA's interior dust removal program. This is because the sequence of cleaning is that residential spaces are cleaned after the HVAC evaluation (and possible cleanup) and common space cleanup have been completed, we await your response as expeditiously as possible.
