If it were not for the private attorney's initiative, this information (which has assisted us in placing in proper context the concerns independently raised by DOI and our office about the official's conduct) would never have been provided to us. The Mayor's Office of Contracts continual refusal to be cooperative, to its own detriment and potentially the health and safety of the children to be served by this contract, is disturbing and disappointing. It is not good governance.

Upon our receipt and review of the DO] analysis and the extenuating circumstances as noted above, the contract was immediately registered.

In the future, I would respectfully suggest that the public interest would be best served if you directed agencies to cooperate with the Comptroller's Office. In addition, City procurement staff and vendors doing business with the City would be served more effectively if you disclosed relevant information instead of clothing your actions in a veil of secrecy.
