On September 1.5, 1998, DOH issued a Request for Proposals (RFP) for an Asthma Initiative. The solicitation described a rise in asthma rates among children of low-income families in New York City. As a result, DOH stated its intention to award, on or about November 6, 1998, one Asthma Initiative contract for each of the five boroughs. We understand that DOH received proposals only for Manhattan and Brooklyn. A new solicitation for services in the Bronx, Staten Island, and Queens was made in March 1999. On.May 17, 1999, DOH Commissioner Neil Cohen stated before a City Council committee that services in at least Manhattan and Brooklyn would begin by July 1, 1999.

We recently wrote to DOH, requesting copies of all proposal evaluations for the Asthma Initiative. In response to our request, we were informed by DOH that no contracts have been awarded, notwithstanding, that it is now nine months after the initial target date. Accordingly, we would appreciate your apprising us of the cause of the delay and the new schedule for awarding the contracts for providing these essential services.
