over the next 18 months and both will require unrestricted Federal aid for an extended period to maintain vital public services. Unrestricted aid, perhaps in conjunction with changes in Federal formula allocations to the State, such as a temporary increase in the State's Federal Medical Assistance Percentage from 50 percent to 60 percent, are options which should be considered.

> Enhancing Public Transportation Infrastructure and Safety ($3 billion)

New York's transportation infrastructure programs present a readily available opportunity to stimulate the economy, create good paying jobs and spur development. Any Federal economic stimulus package should include a sizable investment in transportation infrastructure and be balanced, so that urban, suburban and rural areas can all benefit in the ways that make the most sense locally.

Ill. HOMELAND SECURITY Since the terrorist attack of September 11, New York State has made a significant commitment of security resources to assist New York City. The New York State Police have provided 500 State Troopers for security details and investigatory duties. In addition, more than 4,500 National Guard troops have been assigned to provide perimeter security and logistical support. Many of these assignments will continue into the future.

In addition to providing security at the site of the attack, additional State resources must be deployed in order to protect our infrastructure and other potential terrorist targets. Water supplies, sewer systems, bridges, tunnels, communications and transportation centers, utilities and other sensitive locations will require enhanced security measures for the duration of the current crisis.

We are prepared to use New York State Police, National Guard and Department of Correctional Services staff to assist in security activities. They will be used in conjunction with local forces (New York Police Department and others), and will be deployed in both fixed posts and directed patrols.

The total number of staff and the duration of the assignments are still under discussion, but this initiative will require significant resources and financial support if we are to adequately protect New York from additional terrorist threats.
