Here's an overview of OMB's "suggestions" to the appropriators: - New York would get $7 to $8 billion now; - FEMA, $8 billion, with $600 million for supplying emergency equipment nationwide; • $2 billion for chemical and biological safety measures; • $2 billion for new "Emergency Grants" for states (mainly to assist with COBRA payments); • $3 billion for national security, especially in aviation and national guard; • $24.5 billion for defense.

I get the distinct impression that OMB and the White House are trying to dole out the funds to satisfy the greatest national needs across the spectrum in response to the escalating crises. I also think, however, that OMB believes it can shuffle around monies now - monies for New York - and fill in later after the President's Budget Request in January. OMB does not believe the City can spend more than $8 billion or so between now and the beginning of next year.

The Mayor should know this before he meets with Daniels this afternoon.
