projects would also have added long-term benefits by improving access to businesses
and industrial facilities. Major transportation projects have, historically, laid the
foundation for expanding residential and commercial development and growth of jobs.

Any Federal economic stimulus package should include a sizable investment in
transportation infrastructure and be balanced, so that urban, suburban and rural areas
can. all benefit in the ways that make the most sense locally. Any funds the State
receives from additional Federal transportation spending could be used for projects
such as:
I. Transit Program . v~~
> Accelerate the MTA 2000-2004 capital program
➢ Furid completion of the final design and ready-to-go construction
phases of the East Side Access project
> Accelerate preliminary engineering for the Second Avenue Subway
➢ Assist statewide' transit operators with timely replacement of their bus
fleet
II. Highway and Bridge Investment Program
> Accelerate the State's 5-year capital program]
➢ Accelerate rehabilitation and construction of highway bridges owned
by local governments
➢ Modernize infrastructure and improve security for border crossings
Ill. Rail Investment Program
➢ Expedite implementation of high speed rail passenger service
➢ Make safety improvements to the passenger rail tunnels
> Make rail safety and capacity investments
➢ Improve rail and highway connections to port facilities
