> Assist statewide transit operators with timely replacement of their bus fleets, providing buses to improve reliability, reduce maintenance costs and maintain ridership.

II. Highway and Bridge Investment Program

> Accelerate the State's 5-year capital program, including paving, bridge rehabilitation, industrial access, and intelligent technology projects.

> Accelerate rehabilitation and construction of highway bridges owned by local governments.

> Modernize infrastructure and improve security for border crossings between the United States and Canada to enhance international trade and improve international traffic flow.

III. Rail Investment Program > Expedite implementation of high speed rail passenger service between Schenectady and New York City, including track upgrades and remanufacture of high speed trains.

> Make safety improvements to the passenger rail tunnels leading to New York's Penn Station as recommended by the USDOT Inspector General.

➢ Make rail safety and capacity investments in stations, grade crossings, and signal upgrades throughout the State.

> Improve rail and highway connections to port facilities to enable transportation links between the ports and distribution, processing and packaging centers throughout the State.

IV. Federal Statutory, Administrative and Regulatory Actions In order to expedite the projects and accelerate the infusion of cash into the economy, regulatory and administrative processes will need to be streamlined to the maximum extent possible. In some cases, Federal legislation will be required to allow disaster recovery and economic stimulus initiatives to proceed effectively. For example, we would need to:

> Obtain relief from Section 125 (d) of the Federal Highway Law limiting Emergency Relief expenditures from "a single catastrophic failure in a State" to $100 million. Costs from the attack will dramatically exceed this limit.
