Executive Summary

As a result of the World Trade Center incident the New York City Police Department is exhausting all its resources to ensure that the victims are safely recovered, deceased individuals are removed from the scene in a decent manner, emergency workers are equipped with proper safety gear, and the citizens of this city are protected from any future terrorist acts.

To ensure that the New York City Police Department meets these goals a list of Equipment Needs was compiled and is attached. The list of equipment is broken down into two (2) categories: (i) Replacement Equipment Needs as a result of the WTC incident, (ii) New Equipment Needs as a result of the WTC incident, and to prepare for any future incidents.

It should be noted that the attached equipment list is not all-inclusive. There is a number of expenditure categories not included in this preliminary report, such as service contracts, training, clothing, sundry items, and personal services (salaries and overtime). The Police Department is in the process of developing a more comprehensive expenditure report that will be submitted for consideration of Federal reimbursement.

The total cost for all the equipment listed is $868 million dollars. This list is broken down by replacement equipment - totaling $102 million dollars, and New Needs equipment - totaling $766 million dollars.
